COVID-19 Information
COVID-19 is a new infectious disease that began in December 2019 and has become a pandemic, spreading to Pennsylvania and around the world. In an effort to assist you in protecting yourself and your loved ones, the PA Treasury Department offers links to disability-specific COVID-19 resources and other important information for staying well.
Recently, the National Association of Councils on Developmental Disabilities and the National Association of State Treasurers developed an FAQ document highlighting COVID-19 Stimulus Payments and ABLE Accounts. PA ABLE and the Pennsylvania Developmental Disabilities Council (PADDC) are providing this document as a resource for current and prospective PA ABLE account owners.
This resources page was updated to include information for individuals receiving Social Security and Supplemental Security Income (SSI). Many people with disabilities will be receiving a federal stimulus payment. If you did not yet file your federal tax return, the IRS will use your 2019 SSA-1099 to process the stimulus payment. If you have not filed yet or do not have a 2019 SSA-1099, you will need to file a return. Additionally, the rebate is not counted as income, or as a resource for a 12-month period, in determining an individual’s eligibility for SSI or the amount of the SSI payment. For additional guidance, please contact the Social Security Administration.
Additionally, the Internal Revenue Service recently provided relief for 529 and ABLE plans in Notice 2020-23. The following ABLE provisions were impacted by the notice, which extends the deadline for those impacted by the COVID19 pandemic to July 15, 2020.
- Excess contributions (and any earnings on the excess) to an ABLE account must be distributed by the due date (including extensions of time) for the filing of designated beneficiary’s return for the taxable year in which the contributions were made to ensure that the distribution is not included in the gross income of the designated beneficiary.
- A rollover contribution to another ABLE account must be made no later than the 60th day after the date of a payment or distribution from an ABLE account.
- An ABLE account must be closed no later than the 60th day after the date of a payment or distribution from an ABLE account rolled over to another account for the same beneficiary.
- A qualified ABLE program must provide certain information concerning the ABLE account to the designated beneficiary by March 15 following the calendar year to which the information relates. In addition, Form 5498-QA, ABLE Account Contribution Information, must be filed with the IRS by May 31 following the calendar year to which the information relates.

Recommendations
The World Health Organization and the U.S. Centers for Disease Control and Prevention recommend the following:
- Regularly and thoroughly wash your hands with soap and water or clean them with an alcohol-based hand rub.
- Limit your contact with people in the community. Stay home as much as possible.
- Maintain at least 6 feet distance between yourself and anyone who is coughing or sneezing.
- Avoid touching your eyes, nose and mouth.
- Make sure you and the people around you covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately.
- Stay home if you feel unwell. If you have a fever, cough and difficulty breathing, seek medical attention and call in advance. Follow the directions of your local health authority.
